The protocol is stepping back from its previously announced plans to build a dedicated, institution-focused layer-1 (L1) blockchain and is instead pivoting to an offchain execution network — a fundamental architectural shift that raises important questions about the trajectory of institutional blockchain infrastructure.

The original L1 announcement, made in 2025, was positioned as a purpose-built settlement and execution layer designed specifically for institutional participants. The vision was coherent at the time: create a credibly neutral, high-performance chain capable of handling the compliance requirements and throughput demands of tokenized financial assets — from U.S. Treasuries to money market funds.
