Foundry USA, one of the largest Bitcoin mining pool operators in North America, has formally asked its mining customers to signal their support for Bitcoin Improvement Proposal 110 — commonly known as BIP-110 — a hotly contested protocol change that would place new restrictions on how much arbitrary data miners can include in a single Bitcoin transaction.

The move matters because miner signaling is not a passive act in the Bitcoin ecosystem. When mining pools coordinate their hash power behind a specific proposal, they are exercising one of the most direct forms of influence available in a system designed to resist centralized control. Foundry is not simply circulating a survey. It is mobilizing the economic weight of its customer base — professional mining operations whose hardware collectively represents a meaningful share of Bitcoin's global hash rate — toward a governance outcome that could reshape how the base layer functions.

What BIP-110 Actually Does

BIP-110 targets the amount of data that can be embedded within a Bitcoin transaction. Since the advent of the Ordinals protocol in early 2023, developers and entrepreneurs have found creative ways to inscribe images, text, and other arbitrary data into Bitcoin's transaction structure, specifically by exploiting the witness data field introduced by Segregated Witness.
