The fact that fee revenue as a share of total miner income has sunk below 0.7% after all of that activity suggests that none of those demand surges produced a durable fee market. They were spikes, not a foundation.
Mining operations, particularly the publicly traded giants that raised capital on promises of long-term Bitcoin network participation, are now caught in a structural bind. Block subsidies — currently 3.125 BTC per block following the April 2024 halving — remain the dominant revenue source. But subsidies are, by design, programmatically shrinking. The entire security model of Bitcoin in the long run rests on fees replacing subsidies as the primary miner incentive. If a significant portion of the mining industry's economic rationale is increasingly tied to AI contracts rather than Bitcoin transaction validation, the incentive alignment that underpins the network's security assumptions begins to erode at the margins. Miners who derive most of their income from AI hosting have a different risk profile than miners whose survival depends entirely on Bitcoin block rewards.
There is also a market structure issue embedded in the fee data. The sub-0.7% figure reflects not just low demand for Bitcoin block space, but the current state of layer-2 adoption and off-chain transaction routing. As the Lightning Network and other scaling solutions absorb more transaction volume, fewer fee-bearing transactions settle on the base layer. This is architecturally intended — scaling Bitcoin requires moving volume off-chain — but it creates a direct tension with the long-term fee revenue model that is supposed to sustain mining profitability. Scaling success, at some level, contributes to base-layer fee compression.
What this means in practical terms for the next halving cycle is a more fragile mining industry than the subsidy numbers alone suggest. Operators who have not diversified, and who are running on thin margins with aging hardware, face the same pressure they always have post-halving — but now with a fee market that is not providing the cushion that optimistic models projected. Those who have pivoted to AI have bought themselves time and margin, but at the cost of a tighter identity crisis: are they Bitcoin miners, or data center operators who happen to hold Bitcoin exposure?
The 0.52% floor — and the failure to meaningfully recover from it — is the kind of data point that demands a serious industry conversation about what the Bitcoin fee market actually looks like at scale, whether current block space demand is a temporary trough or a new baseline, and what obligations the network's largest infrastructure participants have to the security model they were built to support. The AI pivot is a symptom. The underlying condition is a fee market that has not yet found its footing, a decade into its supposed maturation.
