A new study from the Bank of Italy has delivered an uncomfortable finding for stablecoin advocates: digital-asset-based remittances are not materially cheaper than moving money through conventional banks. According to the research, stablecoin remittance costs can reach as high as 9% of the transferred amount — a figure that sits squarely within, and in some cases above, the cost range long associated with legacy wire transfers and money-transfer operators. The finding challenges one of the most persistent and persuasive narratives in the crypto industry.

For years, the promise of stablecoin-powered remittances has served as a flagship use case for blockchain technology — a concrete, human-centered argument for why decentralized finance deserves mainstream adoption. The pitch is elegant: migrants sending money home to developing economies are routinely gouged by fees from incumbents such as Western Union and traditional correspondent banking networks. Stablecoins, the argument goes, cut out these intermediaries and compress costs to near zero. The Bank of Italy's research suggests this narrative, at least in practice, requires significant qualification.

The study found no consistent cost advantage for stablecoins over traditional remittance channels. A cost ceiling of 9% is particularly striking when measured against the United Nations Sustainable Development Goal target of reducing global remittance costs to below 3% by 2030. If stablecoin corridors are themselves approaching or exceeding the cost levels of the legacy infrastructure they were supposed to displace, the technology's developmental finance credentials need careful reassessment. The World Bank has repeatedly flagged that sub-Saharan African and South Asian corridors remain among the most expensive in the world — and the expectation was that blockchain rails would begin eroding those costs at scale.

What explains the gap between theory and measured reality? Several factors compound at the practical layer of stablecoin remittances. On-ramping and off-ramping — converting local fiat currency into a stablecoin at the sending end and back into local currency at the receiving end — introduce friction and fees that the underlying blockchain transaction cost alone does not capture. In markets where financial infrastructure is thin, these conversion spreads can be wide. Add in wallet custody fees, network gas costs during periods of congestion, and last-mile cash-out charges imposed by local agents or exchanges, and the total cost-to-recipient figure climbs rapidly. The raw blockchain transfer may be cheap or even near-free; the surrounding ecosystem is not.

This is not a new critique, but it carries additional weight coming from a central bank research department rather than from industry skeptics. The Bank of Italy's institutional framing matters. European regulators are currently operating under the Markets in Crypto-Assets (MiCA) framework, which imposes new compliance, reserve, and operational requirements on stablecoin issuers. Those compliance costs do not disappear — they are absorbed somewhere in the chain, and in remittance use cases, they are likely to be passed along to end users in some form. The Bank of Italy study arrives at a moment when the regulatory cost structure for stablecoins in Europe is rising, not falling.

The findings do not necessarily invalidate stablecoins as a remittance tool. Speed advantages may matter independently of cost — a transfer that settles in minutes rather than days has real value for a family waiting on funds for medical expenses or school fees. Censorship resistance and access for the unbanked are also dimensions that a pure fee comparison does not fully capture. Projects and corridors built on high-throughput, low-fee networks — including those operating on Solana or layer-2 infrastructure — may achieve meaningfully lower total costs than the study's upper range suggests. Context and corridor specifics matter enormously in remittance economics.

Nevertheless, the study is a useful corrective to promotional claims that have sometimes run ahead of measurable outcomes. The crypto industry has an obligation to be precise about where its technology genuinely outperforms legacy systems and where it merely replicates existing cost structures under new branding. A 9% ceiling is not a damning verdict on stablecoins as a category, but it is a clear signal that the infrastructure, regulatory, and liquidity conditions required to deliver on the low-cost promise are not yet uniformly in place.

For policymakers, the Bank of Italy's work adds empirical texture to an ongoing debate about whether stablecoin adoption should be encouraged as a tool of financial inclusion or managed primarily as a systemic risk vector. The honest answer is that the technology's impact is corridor-specific, operator-specific, and highly sensitive to local market conditions. Blanket optimism and blanket skepticism are both poorly served by the data. What the study demands is precision — from issuers, from regulators, and from advocates who cite remittances as crypto's killer application.
